Dr. Glover’s testing of exemplar tennis shoes contaminated with a saline solution confirmed that the 480-volt source that powered fluorescent lights at the bus shelter was insufficient to penetrate the polyurethane tennis-shoe material. Only high voltage from the lightning storms that were witnessed around the bus shelter at the time of the boy’s death could have penetrated his tennis shoe.
